A certification may support review when the issuer, certificate number, scope, validity period, product relation and transaction stage are clear. It should not be treated as universal proof beyond its stated scope.
Accreditation references may support confidence in a laboratory, inspection body or conformity assessment process, but they do not automatically prove product availability, title, allocation or commercial execution.
Inspection reports, COAs or test results should be connected to sample identity, batch, lot, tank, vessel, terminal, date, method and transaction stage before they are relied upon.
A certificate should be reviewed before it is treated as useful evidence.

Does the certificate or report include an identifiable number, reference or controlled identifier?
What exactly does the certificate cover, and what does it not cover?
Is the certificate current, expired, superseded or limited to a historical condition?
Does the document clearly relate to the product being reviewed?
Is the document tied to a batch, lot, tank, vessel, terminal or specific sample when applicable?
Are test methods, inspection procedures or technical references identified where relevant?
Is the laboratory, inspector or technical party identifiable and relevant to the review?
Where applicable, is the accreditation reference related to the correct body, scope and service?
Is the document appropriate for inquiry, product review, commercial stage, execution or closing?
A certificate may support review without confirming the transaction.
Certificates, COAs, inspection documents and quality references must not be confused with product availability, ownership, allocation, approval or execution.

Legal title, ownership or right to sell.
Official allocation or exclusive supply position.
Final quality acceptance by a buyer.
Guaranteed delivery or logistics execution.
Regulatory clearance or government approval.

A standard reference is not the same as proof that the exact transaction has been verified.
Standards and technical references may support quality, testing, measurement, safety or management-system context. ASA reviews whether those references actually connect to the product, sample, lot, tank, custody route or transaction stage.
A quality management reference may support process confidence, but it does not certify a specific cargo, tank, lot, product batch or transaction unless the scope clearly connects to that matter.
Laboratory accreditation context may support confidence in testing competence, impartiality and consistent operation, but results must still be tied to the correct sample, method and product.
ASTM methods may appear in petroleum testing references for properties such as density, relative density or API gravity, depending on product and testing context.
API-related references may support petroleum measurement, sampling or custody-transfer context when the specific standard and application are relevant.
A COA may support quality review, while SDS/MSDS documentation may support safety and handling context. Neither automatically proves allocation, title or delivery.

Is the date current enough for the stage being reviewed?
Does it connect to the buyer, product, destination, volume or commercial file?
Was it received through an authorized and traceable communication channel?
